Abstract:
- This outline is offered merely as a concrete basis for discussion. It does not pretent to be complete or definitive. It is based on the fundamental assumption that the present program of growing scrub timber is not justified from the standpoint of the landowners or the public, and that the production of high-grade forests is necessitated by their industrial, watershed, and esthetic value. It is further based on the assumption that the destruction of natural resources is not a prerogative of the landowner and that the state is required to take energetic and far-reaching measures to prevent such destruction.
